WildEncounters [Cobblemon]

• Added a cooldown for the wild encounters;
• Added a way to change the cooldown for the wild encounters;
• Added a way to reset the cooldown for the wild encounters;
• Added an uninstall function that removes every scoreboard from wildencounters from the world;

Fixed an issue that didn't correctly spawn Pokémon when stepping on grass.

Added compatibility for multiple players, enabling the datapack to work in multiplayer.

WildEncounters adds the wild grass from the Pokémon games.
