Advanced Backups - 3.7

• Adjust timing strategy when a backup fails, so as not to throw the schedule off
• Handle files that cease existing between calculating a backup and actually making it.
  • This... never should happen, but certain mods are creating temporary files so this prevents that causing issues.
• Reduce required permission level for backup command from 3 to 2. This lets command blocks initiate backups.
