Wind Optimisations!

• Removed the the windSpawnCap config option, replaced by windSpawnCapPerSecond.
• Added windSpawnRarity and windSpawnRarityThunder config options
• Optimised the wind entity ticking
• These changes should have the effect of massively reducing both the number of wind entities in a world, and the lag caused by those entities that do exist.
